Attach a next action to every label

An apparent winner may be a single branded query; an apparent loser may be a new page with relevant impressions but no clicks. First check indexability, buyer relevance and the query family. Then decide whether to expand, enrich, merge or hold, with a date and evidence threshold for review.

  2. Compare impressions, relevant queries, position and clicks inside the same window.
  3. Choose expand, enrich, merge or hold with an explicit recheck condition.

Resist a premature leaderboard

The owned Markets have small observed profile-click examples. They show why page-level measurement matters, but cannot establish a repeatable growth rate for an entire cluster. An expand decision needs a distinct task and enough source material for another useful page. An enrich decision needs evidence that the existing answer is inadequate. “Hold” is legitimate when the window is too short.

A cluster review with a recheck condition

A cluster with relevant impressions but few clicks may need richer information or a clearer title. A cluster with no visible data may need an eligibility and age check. A cluster with one profile click is an observation, not yet a repeatable winner. For each, write the next action and the evidence threshold that would change it. This keeps expansion tied to distinct buyer tasks and source depth while allowing a Market operator to learn from small early samples without overreacting.

One click does not make a cluster a winner

Do not let one high-ranking query override an otherwise mismatched buyer task. A cluster's commercial relevance is assessed separately from visibility.
